my question is can you use a wireless router( not hooked to the internet) to provide the median for your devices to talk to each other. A Local network is what thats called right?

An Internet connection is required for initial installation. After the initial device library download, you no longer need a connection to the broader internet assuming that your devices are all accessible on your local network.
