I have 2 DirecTV H Series boxes with Whole Home DVR setup. I am having the same issue with each box - the box does not power up when I choose the Activity for it. I have to use the Vitual Remote power button after the Activity loads. I have noticed that the command ‘power toggle’ is listed in red where the others for that activity are listed in blue.

For some reason it does seem to be confusing how to get that to work on a DirecTV box. Other users have made it work however. This thread has some tips for that:
