Yes, there is a .LIGHT DIM command that takes a brightness level. There is no live feedback on Vera per the compatibility list. Thermostat functionality is not part the Vera support.
Both Insteon ISY99 and Lutron integrations do provide what you’re asking (modulo thermostats). Of note, the Lutron integration is getting a lot more advanced in the next release. ISY will benefit from some of that as well.
